What we offer and who we serve

Public Employee Benefit Authority (PEBA) Insurance Benefits offers several insurance products/programs:

More than 436,000 people (including spouses and dependents) throughout South Carolina are insured through one of the health plans offered by PEBA Insurance Benefits. More than 171,000 of these are active employees, and more than 73,000 are retirees.

More than 660 employer groups participate in these PEBA Insurance Benefits programs. They are:

Universal Participants:

  • State Agencies
  • Public Colleges & Universities
  • Public School Districts

Optional Participants:

  • Counties
  • Municipalities
  • Regional Tourism Promotional Commissions
  • County Disability and Special Needs Boards
  • Regional Councils of Governments
  • Regional Transportation Authorities
  • Alcohol & Drug Abuse Planning Agencies
  • County Council on Aging or Other Governmental Agencies Providing Aging Services
  • Community Action Agencies
  • Special Purpose Districts that provide Gas, Water, Sewer, Recreation, or Hospital Services, or any combination thereof

The South Carolina Public Employee Benefit Authority provides retirement and insurance benefits to the state's public workforce and performs fiduciary and administrative duties to oversee the contributions and disbursements for these benefits.
